(2) IN NAME ONLY: Citizenship & Cultural Allegiance for U.S. Citizens Raised Abroad: U.S. citizens by birth or adoption who have spent most of their lives living in other countries. (3) DUAL CITIZENSHIP: Divided Loyalties or Incremental Commitments: Dual Citizens: Naturalized citizens who remain citizens by birth or statute of other countries after becoming U.S. citizens. (4) PERMANENT RESIDENT ALIEN: Never a Citizen But Permanently at Home: Permanent residents who choose to live legally in the United States, contributing to and benefiting from its culture and economy, but without choosing to become citizens.
